120 governs posted off-leash areas rather than dog ownership generally, and subsection (b) lists the conditions an owner must meet to use one. Item (5) requires that any dog in a posted off-leash area be at least four months old, vaccinated for rabies, and currently licensed by the city or another jurisdiction, and adds that any dog over eighteen months old in a posted off-leash area must be spayed or neutered; the same clause makes owners responsible for ensuring their dog is not sick, in heat, injured, under four months old, or aggressive toward other dogs or people while in the area.

04, or elsewhere in Title 6 imposes a spay-or-neuter requirement on dogs or cats kept off-leash-area premises, so the mandate is tied entirely to the privilege of using a posted off-leash area, not to ownership citywide. Other conditions in subsection (b) round out access to these areas: a handler must be at least thirteen years old, only dogs (no other animals) are permitted, dogs may only enter during posted operating hours, no more than two dogs per person are allowed at once, and the handler must carry a leash and waste-removal tool and use them if the dog disrupts the area or leaves it.

120(a) makes it unlawful to let a dog go unrestrained in a posted off-leash area in violation of the section, and subsection (c) confirms that compliance does not relieve anyone of liability for damages arising from use of the area.
