010(a) makes it unlawful to conduct, operate, or keep any kennel, pet shop, grooming parlor, zoo, animal menagerie, or similar establishment where animals are kept for display or viewing without first obtaining a permit from the administrator, and subsection (c) requires applicants to secure any needed zoning permits before requesting that operating permit. 07, a private residence, or an agricultural show or exhibit, which forecloses curbside, parking-lot, or pop-up sales. 030's operating conditions, including humane treatment, sound and sanitary housing, adequate food and water, working heating, cooling and ventilation systems, hot and cold running water tied to sewer service, and no animal left unattended more than twenty-four hours.

Violations & Fines
Operating an unpermitted kennel, pet shop, or similar establishment, or selling animals outside a permitted establishment, private residence, or agricultural show, is an infraction under Chapter 1.04 per Section 6.10.020(c). Separately, the administrator can deny, suspend, or revoke an operating permit under Section 6.07.070 for failed inspections, falsified applications, two or more chapter convictions within twelve months, or a cruelty conviction within five years, and a revoked permit is not transferable and stays void until all conditions are satisfied.
