Off-leash activity is restricted to the fenced dog parks at Las Palmas and Fair Oaks (off-leash section), and inside a private fenced yard. Public schools, city parks outside the designated dog park zones, and the Baylands trails all require leashes. Violations are infractions with escalating fines, and a loose dog involved in a bite or chase can trigger a dangerous dog hearing. Dogs must also be licensed with Santa Clara County and wear current rabies tags.
