Warren, MI Animal Ordinances: Mandatory Spay/Neuter (2026)

City Code Sec. 7-93(a) lists the requirements a potentially dangerous dog must meet before it can be returned to its owner after a court determination under Sec. 7-92. Subsection (a)(7) specifically requires that the potentially dangerous dog, if over 12 weeks old, has been spayed or neutered; this sits alongside secure fencing with self-locking gates and a warning sign (a)(1), a four-foot maximum leash when off-property (a)(2), mandatory microchipping (a)(3), $250,000 minimum liability insurance (a)(4), current photographs (a)(5), and completion of the AKC Canine Good Citizen program or equivalent (a)(6).

Warren has no general spay/neuter mandate for ordinary pet dogs or cats; this requirement is triggered only after a dog has been adjudicated potentially dangerous by the 37th District Court under Sec. 7-92(c). Before the dog can return to any city property, the owner must also register it with the city clerk and provide proof that all Sec. 7-93(a) requirements, including the spay/neuter condition, have been satisfied, per Sec. 7-93(b). Failing to meet any Sec. 7-93(a) requirement, including the spay/neuter condition, is a misdemeanor. The provision was adopted under Ord. No. 80-834, effective June 24, 2025.
