New Britain, CT Animal Ordinances: Microchipping (2026)

Under section 6-23, anyone who wants to breed a dog, cat or other animal in New Britain must first obtain a breeder's permit from the police department's animal control division for a one hundred dollar fee, and the dog identified in that permit for breeding purposes must be micro-chipped before the permit is issued. Section 6-25 extends the chip mandate to the offspring: every litter produced by a breeding permit holder needs its own twenty-five dollar litter permit, and all puppies from each litter must be micro-chipped.

Animal control may also inspect the breeding premises under section 6-24, with twenty-four hour notice, before or after a permit issues. Separately, when the animal control officer impounds a stray dog under section 6-20, staff check the town license and scan the animal for an existing microchip as part of the intake record on the state MACO report. Breeding or producing a litter without the required permits is enforced under section 6-26: an illegally bred dog is impounded at the New Britain Animal Control facility, its owner faces a two hundred fifty dollar fine plus boarding fees, and each unpermitted litter draws a twenty dollar fine per puppy. No dog returned from impoundment may go back to premises found in violation of the zoning ordinance.
