Palm Beach Gardens, FL Animal Ordinances: Pet Groomer Rules (2026)

City Code § 78-159 governs land use through Table 21, the Permitted, Conditional, and Prohibited Use Chart, where 'P' marks a use as permitted by right subject only to routine staff review, 'C' marks a minor conditional use requiring Development Review Committee sign-off, and 'C*' marks a major conditional use requiring Planning, Zoning and Appeals Board and city council approval. The Pet Grooming Shop line carries a plain 'P' in the CG-1 general commercial, CG-2 intensive commercial, M-1 research and light industrial park, M-1A light industrial, and M-2 heavy industrial districts, and is left blank, meaning prohibited, in the CN neighborhood commercial, PO professional office, and CR commercial recreation districts and in every residential district.

Unlike the Animal Boarding Kennel use nearby on the same table, which carries Note 27 requiring paved, fenced runs tied to a city-approved wastewater system and possible city council-ordered soundproofing, and unlike Specialty Pet Boarding, which is a major conditional use in several of the same districts, Pet Grooming Shop has no additional standards note in Table 21: opening a grooming shop in an eligible commercial or industrial district needs only the normal site plan and business tax receipt process, not a conditional use hearing.

Off-street parking is set separately in Table 33 under § 78-345: a pet grooming shop must provide one parking space per 250 square feet of floor area, the same ratio applied to feed stores, florists, and general retail space. For any use, including a grooming shop combined with boarding or veterinary services, that does not fit squarely within the listed categories, the growth management director decides the applicable classification and standards under § 78-159(f).
