Sec. 5-12 sets the baseline: every person who owns or operates a kennel, pet shop, or grooming parlor must comply with the town's regulations, and where the town hasn't adopted one, the county's rules on the same subject apply instead. Those town regulations live in chapter 27's zoning code, Division 23, Kennels and Animal Boarding, whose stated intent under Sec. 27-2565 is to preserve the town's residential character and limit noise, odor, and health-hazard conflicts from raising and boarding animals. Sec. 27-2567 zones commercial kennels, which the code treats grooming as part of, by right into the Agricultural District (A-1) and the Industrial, Park, Light Industry (I-1) and Industrial, General (I-2) districts, and only as a special exception in the Rural Residential District (R-R).

Sec. 27-2568 then sets the operating standards: a kennel used as a principal use is limited to raising, breeding, boarding, and grooming dogs, cats, and birds, must meet the underlying district's setbacks plus the town's general setback rules, and must sit at least 150 feet from any adjacent residential use. m. The town can also require a six-foot safety fence and a landscape screen at least 75 percent opaque to shield neighboring property. Facilities must control noise with sound barrier material or insulation, keep flushing drains tied to an approved sanitary system, and stay air conditioned and heated so doors and windows can remain closed except for entry and exit.
