Section 27-2826 sets the intent behind the town's off-street parking and loading division: minimizing traffic congestion and facilitating vehicular safety by requiring adequate off-street facilities for every use in every zoning district. Section 27-2828(e)(1) applies that intent specifically to loading: commercial and industrial uses must provide the number of off-street loading spaces set out in Table 2 of the parking regulations, sized to the type and scale of the use. Section 27-2828(e)(2) requires those spaces to be located so vehicles loading or unloading do not encroach upon, interfere with, or block the public use of streets or alleys, keeping delivery activity off the public right-of-way.

Section 27-2828(e)(3) requires every loading space to be clearly marked and bars using it as storage for garbage, trash containers, or any other items, so a business cannot convert its required loading bay into overflow storage. Section 27-2828(e)(4) sets a minimum clear height of 13½ feet for every loading space, tall enough to clear a standard delivery truck. Section 27-2828(e)(5) gives the director of planning and zoning discretion to waive or increase the number and dimension requirements of Table 2 based on the projected volume and frequency of deliveries a specific use will generate, so a high-turnover use like a grocery store can be required to provide more loading capacity than the table's baseline figure.
