Jupiter, FL Animal Ordinances: Dog Leash Laws (2026)

Sec. 5-32 is Jupiter's core at-large ban: no one owning or possessing a dog or cat may allow it to run at large or be upon any town street, boulevard, road, or alley unless an attendant firmly holds it by collar and a leash no longer than eight feet. Sec. 5-33 broadens the rule beyond streets: any dog, cat, household pet, or other animal must be under the restraint or control of a competent person, by chain, leash, cage, or other device, whenever it is off the owner's private property, unless it stays sufficiently near its handler to be under direct control and obeys the handler's commands.

The same section carves out town-owned or managed parks with designated, fenced dog-run areas: inside those fenced areas dogs may be off leash as long as other posted park rules are followed, while a leash is otherwise required in park areas outside the dog run. Sec. 5-34 adds a driver's duty tied to loose animals: anyone who injures a dog or other animal with a car, motorcycle, bicycle, or other vehicle must immediately notify the animal's owner or the town police department. An at-large dog can be impounded under Sec.

5-87 and, per Sec. 5-89, is held locally for no more than 48 hours to let the owner reclaim it before the town transfers custody to the county. All of these at-large and leash violations fall under chapter 5's general penalty, Sec. 5-2: a fine on the town's civil-citation schedule set under chapter 8.
