Table 21 places 'Veterinary Office and Clinic' as a 'P' permitted use in the AR agricultural-residential district, the PO professional office district, and the CN, CG-1, and CG-2 commercial districts, and as a 'C' minor conditional use, requiring Development Review Committee approval, in the M-1, M-1A, and M-2 industrial districts. It is left blank, meaning prohibited, in the CR commercial recreation district, the P/I and CONS districts, and every other residential district beyond AR. The use carries Note 48, printed at § 78-159(j)(48): 'Veterinary offices and clinics with kennels and/or overnight boarding facilities shall not be allowed unless soundproofed and approved as a minor conditional use.' In practice this means a walk-in veterinary clinic with no overnight animals can open by right in an eligible district with routine site plan review, but the moment a clinic adds a kennel or keeps animals overnight, it needs both a sound-attenuation upgrade and a separate minor conditional use approval, even in a district where the base veterinary use is otherwise permitted outright.

The definition at § 78-751 backs this distinction, describing a veterinary office and clinic as an establishment that 'provides medical and surgical care for animals, and may provide overnight facilities,' tying the overnight-care option directly to the added conditional use step. Parking is set separately at Table 33 under § 78-345: a veterinary office and clinic requires one space per 200 square feet of floor area, 'excluding authorized pet boarding facilities,' which are calculated on their own, while a stand-alone veterinary clinic use elsewhere in the parking table is figured at one space per 250 square feet.
