301 lays out species-specific ceilings, three dogs, three cats, two Vietnamese potbellied pigs, three reptiles, but then layers two combined caps on top: dogs, cats, and potbellied pigs together cannot exceed three animals, and all other household pets besides those four categories are separately capped at three combined, with every pet on the property added together never exceeding six. The Supervisor of Animal Services has discretion to allow a temporary exception, on terms he or she sets, if removing an animal would be dangerous to its health and well-being, or a permanent exception if the property's zoning allows a kennel and the owner has the necessary permit.

Anyone keeping more pets than these caps allow is deemed to be operating a kennel or breeding facility, which the code says 'generally' requires location in the Rural Residential (R-A), Commercial and Light Manufacturing (C-M), or Light Manufacturing (M-1) zoning districts along with a conditional use permit. 302: no more than two per single-family residence, none at all in multi-family dwellings, spayed or neutered before licensing, subject to the leash law, and capped at 22 inches in height or 120 pounds.
