as accessory to any dwelling unit located in any 'R' zoning district" without a valid Animal Fanciers Permit issued by the Director. 040 requires a written application with a Council-set fee, and the Director must find that the keeping will not violate any law, that it can meet standards adopted jointly with the County Health Officer, that it will not endanger the peace, health, or safety of the neighborhood, that the premises are clean and sanitary and the animals will not suffer cruelty or abuse, that the applicant has had no permit revoked within the prior year, and that the arrangement will not become a public nuisance.

030(C). 050 lets the Director revoke or suspend the permit after written notice and an informal hearing for unsanitary conditions, animal neglect, or nuisance complaints, with a summary thirty-day suspension available if there is an immediate safety threat. 060 gives the Director authority to inspect the premises at any reasonable hour and to impound the extra animals if the permit is denied, revoked, or suspended.
