080(E) of the Landscaping and Fencing Regulations chapter, last amended by Rev. Ord. 1-19 in January 2019, prohibits barbed wire, electrified fence, razor wire fence, or any other similar material the Director of Community Development identifies, whether incorporated into a fence, wall, or hedge or installed on its own, in every zoning district citywide, residential, commercial, industrial, and agricultural alike. The only way around the ban is a Conditional Use Permit from the city, or a showing that the material is required by a City, State, or Federal law or regulation, such as security fencing mandated for a utility installation.
080(F) requires it to be vinyl-coated wherever it is used, and in the C-2, M-P, M-1, and M-2 commercial and industrial districts it can run along a side lot line behind the front yard setback or along a rear lot line only if planted with vegetation dense enough to make the fence completely opaque from adjacent parcels and public areas; slats in place of vegetation do not satisfy the screening requirement. An unvinyl-coated 6-foot chain link fence is allowed temporarily around a construction site or vacant property but must come down once the site is occupied, and chain link can enclose tennis courts, swimming pools, or playgrounds without the vegetation screen. Any other chain link use needs the same Conditional Use Permit or other-law exception that applies to barbed wire and electrified fencing.
Violations & Fines
Installing barbed wire, electrified fencing, razor wire, or unauthorized chain link without a Conditional Use Permit is a zoning violation enforceable under Chapter 8.144, which allows the city to order the prohibited material removed or replaced. The Director of Community Development also decides whether an unlisted material is similar enough to trigger the ban, giving the city discretion to stop novel security fencing designed to evade the prohibition.
