Section 3-108(a)(1) and (2) sets the baseline: no person may own or possess more than four domestic dogs or more than four domestic cats twelve weeks of age or older at the same address or premises, unless the animals are registered with the city clerk under Section 3-114. To register, an owner must file a form with the city clerk, pay the registration fee set in the city fee schedule, and provide the applicant's name, address and phone number; each animal's name, physical description, age, sex and spay/neuter status; whether the property is owned, rented or leased and the landlord's contact information if it is rented; anyone else who shares in the animals' care; an attestation that the animals are current on rabies vaccinations and receive regular veterinary care; and the caring veterinarian's contact information.

Registered owners must tell the city clerk of any change to that information within 14 days, and a registration built on false or misrepresented information is revoked. The registration stays valid only for as long as the household's animal count exceeds four dogs or four cats; once the count drops back to four or fewer, the owner can ask in writing to be removed from the clerk's registry.
