Milton, WI Animal Ordinances: Pet Limits (2026)

Section 6-173 of the Milton Code of Ordinances sets the city's pet limit: no more than a combined total of four dogs and cats over five months of age may be maintained on any lot or residence, and within that combined total there may not be more than three dogs or three cats. In practice that means a household can keep four animals only in a 3-1 or 1-3 split; a 2-2 split of dogs and cats also fits inside the combined four, but five animals of any mix exceeds the cap.

The section carries two exceptions in subsection (b): it does not apply to dogs or cats that exceeded the limit and were already maintained on the owner's lot before January 1, 1999, provided all of them were properly licensed by April 1, 1999, and it does not apply to dogs or cats kept at a properly licensed kennel, which is separately regulated under Sec. 14-141 of the city's business licensing chapter. The five-month age threshold matches the dog and cat licensing requirement in Sec. 6-31, so unlicensed puppies and kittens under five months do not count toward the cap.

Sec. 6-173 was most recently amended by Ord. No. 557 on February 4, 2025, showing this 2004-published code chapter is still actively maintained. The limit applies only within the City of Milton; it does not reach the separate Town of Milton government in the same part of Rock County.
