Zoning Ordinance Sec. 4.2.11.F sets the residential pet cap using lot size as the sliding scale: three household pets on any lot of two acres or less, and one additional pet for each acre beyond two, up to a hard ceiling of ten household pets no matter how large the lot. A litter of animals six months old or younger is excluded from the count, so a new litter of puppies or kittens will not itself push an owner over the limit until the young animals mature.

Chapter 27's definitions section describes a 'household pet' as a domestic animal customarily kept for pleasure rather than utility or profit and normally kept within a residence, expressly naming domestic dogs, domestic cats, domestic potbellied pigs, canaries, parrots, parakeets, domestic tropical birds, hamsters, guinea pigs, lizards, and turtles, while excluding livestock, poultry, snakes, and hybrids of animals normally found in the wild. The cap dovetails with the same chapter's kennel definitions: a 'noncommercial kennel' is defined as an establishment keeping more than three but not more than ten dogs for noncommercial purposes, meaning a residential property that exceeds the household-pet threshold can be treated as operating a kennel use, regulated separately and more strictly under Sec. 4.2.11.E's site-size, setback, and fencing standards for kennels.
