Lakeville, MN Animal Ordinances: Pet Store Rules (2026)

The Lakeville City Code defines a PET SHOP under section 11-2-3 as a place kept or maintained for the exhibition, sale, or purchase of live dogs, cats, rabbits, or other small animals, or birds, reptiles, or fish, and allows incidental grooming and adoption activities but excludes animal hospitals, veterinary clinics, and live bait sales. Section 11-65-7.N, governing conditional uses in the M-1 Mixed Use I-35 Corridor District, permits pet shops that may include pet grooming, pet supplies, or pet accessories, subject to eight conditions: animals must be confined indoors and soundproofed from adjacent properties or tenants; animal wastes must be disposed of at least daily through the sanitary sewer or a sealed container; grooming-area floors and walls must be nonporous; all code requirements for the keeping and care of animals must be met; no commercial boarding or kenneling of animals is allowed; breeding of cats and dogs is prohibited unless expressly allowed by the conditional use permit; all Minnesota Statutes sections 346.35 through 346.58 requirements for commercial animal care must be satisfied; and all animals sold must be acquired from a licensed animal broker.

Because pet shops require a conditional use permit rather than being permitted by right, the Planning and Community Development department and Planning Commission review each application, and the city council retains final approval authority, with conditions tailored to the specific site under section 11-65-7.
