Lakeville, MN Animal Ordinances: Veterinary Clinic Zoning (2026)

Lakeville treats veterinary medicine as a conditional use rather than a use permitted by right in its commercial zoning chapters; section 11-65-7.R in the M-1 Mixed Use I-35 Corridor District lists the standards the city applies, and the identical listing recurs, under different item letters, in the C-1, C-2, C-3 and I-1 district chapters. Every area where animals are confined must be indoors and soundproofed from adjacent properties, and animal carcasses cannot go into onsite garbage facilities or be incinerated; they must be refrigerated until proper disposal.

A veterinary clinic may add a boarding kennel as an accessory use, but only under seven additional conditions: no more than twenty animals boarded at once, an indoor-only exercise area with no outdoor exercising, a ventilation system engineered to exchange all internal air at least twice an hour while holding air temperature between sixty and seventy-five degrees Fahrenheit, a separate room to isolate sick or injured animals, nonporous or sealed-concrete floors and walls, waste flushed to the sanitary sewer or bagged and removed daily, and a license from the City Clerk under Code section 5-1-12.

The clinic also has to satisfy every state health department and Minnesota Pollution Control Agency requirement for the facility, and in a multi-tenant building it needs physical separation adequate to protect public health and safety from the other tenants. Because the kennel license under section 5-1-12 sits on top of the zoning conditional use permit, a veterinary practice that wants to board animals effectively clears two separate city approvals before it can operate.
