002(A) lists the by-right uses of the C-2 (general commercial) zone, the district meant to serve the general shopping needs of the Brentwood community, and it names "veterinarian or pet store, excluding kennels" among the permitted general retail and service uses alongside financial institutions and personal-service shops. The carve-out is not unique to C-2: the code repeats the identical "veterinarian or pet store, excluding kennels" phrasing in the C-3 thoroughfare-commercial zone's permitted uses and in several neighborhood and specific-plan commercial areas elsewhere in Title 17, so a straightforward veterinary office or pet-supply storefront is a permitted use in Brentwood's general commercial zones without a discretionary hearing.

The exclusion of kennels from that permitted-use grant means any facility that boards animals overnight, rather than simply treating or selling them, falls outside the by-right list. 007(B), and the city's agricultural overlay zone allows "dog kennels (up to twenty dogs)" only as a conditionally permitted use tied to a pre-annexation agricultural operation. 830, which is the path a veterinary business proposing boarding, kennels, or overnight housing of animals would have to follow in the C-2 zone.
