Burlington, WI Animal Ordinances: Veterinary Clinic Zoning (2026)

Veterinary clinics are not a use Burlington allows everywhere by right; the zoning code places them as a conditional use in specific districts, each carrying its own operating condition. C(7) lists veterinary clinics among the conditional uses subject to Plan Commission approval under § 315-130, on the condition that no structure or animal enclosure be located closer than 100 feet to a property boundary. That 100-foot buffer is meant to separate barking dogs, kenneled animals, and clinic traffic from neighboring farms and homes in the district's more open, lower-density setting.

D(10), but with a different operating condition suited to a denser commercial corridor: no service, including the boarding of animals, may be offered outside of an enclosed building. Rather than a distance buffer, B-1 relies on containment, keeping animal noise and activity inside a structure since B-1 lots sit closer to sidewalks, parking lots and other storefronts. Both conditional use approvals run through the City Plan Commission process described in § 315-130, which requires public review before a clinic can open, and both districts also require compliance with off-street parking standards under Article V. A(4) and (5), a higher bar than the two districts that name the use directly.
