Cabarrus County, NC Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 8-4(35) of the Cabarrus County Development Ordinance groups veterinary hospitals with animal shelters and commercial kennels as a single Special Use category, available only in the Agricultural/Open, Countryside Residential, Limited Commercial, General Commercial and Limited Industrial districts; the use is absent from the by-right tables for every other zone, so a Special Use permit application to the Board of Adjustment is mandatory before any clinic can open. Before the county will process the permit, the operator must route Official County Health Alliance approval of water and sewer service to the Zoning Administrator's office.

Site design is tightly constrained: the outer edge of any building or fenced enclosure must sit at least 300 feet from the boundary of any residentially zoned or occupied parcel, and every animal enclosure has to meet that same 300-foot buffer independently. Outdoor boarding is capped at 25 animals at any one time; animals housed entirely indoors do not count toward that ceiling. The whole use, including outdoor boarding areas, must also meet the county's Level Two buffer standard under Chapter 9. A separate 1,000-foot separation applies between the facility's property line and the nearest educational institution or place of worship.

Outdoor lighting must be shielded onto the facility's own premises and deflected away from adjoining residential or institutional land, and any kennel run not fully enclosed in a building needs a security fence at least 6 feet tall. Special Use approvals are administered and enforced by the Zoning Administrator under Chapter 12 of the Development Ordinance, and decisions may be appealed to the Board of Adjustment.
