020, which governs the Office Administrative (OA), Office Professional (OP), Planned Industrial (MP), Light Industrial (ML) and Light Industrial with residential combining (ML-rc) districts, lists 'Animal clinics and hospitals, facilities for bathing, clipping, trimming, and similar services for pets; kennels; taxidermists' as item 9, marked permitted only in the ML column. That means a full veterinary hospital, an animal clinic or a commercial boarding kennel needs an ML-zoned parcel; the use is not listed as permitted, conditional or excluded in OA, OP, MP or ML-rc, so the Community Development Department will not approve it there.

030 separately defines 'Animal care' as a use providing grooming, housing, medical care, or other services to animals, including veterinary services, animal hospitals, overnight or short-term boarding ancillary to veterinary care, and indoor or outdoor kennels, the term the Department applies when classifying a proposed use. 050, Excluded Occupations, lists clinics and hospitals, including veterinary (animal) clinics and hospitals, among the uses that are not incidental and secondary to residential use and are therefore prohibited in residential zones. 020 allows a boarding kennel in the A and A-1 zones only with a conditional use permit from the Planning Commission. 030's general commercial pet-service entry covers grooming and day care, not medical treatment.
