Under CMC 8.03.010 (Restraint of Dogs), an owner must keep any dog restrained by a leash or confined behind a fence not less than six feet high. Limited exceptions cover guide/service dogs performing duties, dogs in field or obedience trials, hunting or livestock-herding dogs, security or police dogs, search-and-rescue dogs, dogs in City-authorized events or programs, and dogs being trained for those purposes on private property with the owner's permission. In City parks and sport fields, CMC 13.04.130(D) additionally requires a leash of suitable strength no more than six feet long unless the City authorizes off-leash use. A leash-law violation under CMC 8.03.010 is an infraction punishable as provided in CMC Chapter 1.12. Owners also remain liable for any damage a dog causes, even while leashed.
