Chapter 1137 lists "Veterinary Office or Hospital in an Enclosed Building" among the principally permitted uses of the C-3 General Commercial District, the only zoning district in Medina where the use is allowed outright; it does not appear as a permitted or conditional use in any residential, office, or lighter commercial district. 158 defines a "veterinary office" as a place where animals normally kept within a dwelling receive medical treatment from a licensed veterinarian, with no animals kept on the premises overnight and all activity conducted inside a totally enclosed, air-conditioned building.

159 defines the broader "veterinary hospital," covering care and treatment of animals normally kept within a residence, including surgical treatment, and it may include overnight accommodations for treatment or recuperation as well as boarding or grooming incidental to the primary activity. Both definitions require the enclosed-building setting; neither contemplates outdoor kennels, runs or exercise yards as part of the permitted use. 04. Operating a veterinary office or hospital outside the C-3 district, or without the required enclosed building, is enforced the same way as any other zoning violation in Medina, through the Planning Director's inspection and correction process.
