Muncie, IN Animal Ordinances: Veterinary Clinic Zoning (2026)

Muncie City Code § 150.45(J) places kennels and veterinary hospitals/clinics on the list of permitted uses for the Farming (F) Zone, one of the city's twenty zoning classifications under § 150.41. The section splits the standard by how the operation is built. Where all uses are completely enclosed within a building, the site only has to meet the Farming Zone's general dimensional package at §§ 150.47 through 150.53: a 150-foot lot width, a 30,000-square-foot minimum lot area, a 50-foot front setback (§ 150.48), 15-foot interior side setbacks (§ 150.49), a 35-foot rear setback (§ 150.51), and a 45-foot height cap (§ 150.52).

Where the clinic or kennel has open runways, pens, or similar open uses, the ordinance imposes a heavier buffer: those structures and outdoor areas must sit at least 200 feet from any side or rear property line, in addition to still meeting the front-setback and height rules at §§ 150.48 and 150.52. That 200-foot buffer mirrors what the same section requires for livestock buildings and doubles the 100-foot buffer set for cemeteries and sawmills in the same permitted-use list. Off-street parking for the use has to comply with § 150.211, and any on-site signage must follow § 150.212(E)(1).

This permitted-use status applies specifically within the Farming Zone; the code text at § 150.45 does not extend the same by-right listing to the city's residence or business zones. A property owner planning a clinic with outdoor kennel runs needs to measure the 200-foot line from the property boundary itself, not from any structure, before laying out the building.
