Muncie, IN Parking Rules: Curb Color Rules (2026)

Section 77.35, Yellow-painted curb, was added to Chapter 77, Parking Regulations, by Ordinance No. 38-24, effective January 6, 2025, and is a short, self-contained rule: a yellow-painted curb constitutes notice that parking any portion of a vehicle adjacent to that curb is prohibited. The section works together with § 77.27, Parking signs required, which authorizes the city traffic engineer to give notice of a parking time limit or prohibition either by erecting an appropriate sign or by painting the curb lines with yellow traffic paint, and states that no such parking regulation is effective unless that notice, sign or paint, is actually given.

Because § 77.35 treats yellow paint itself as sufficient legal notice, a driver cannot avoid a citation by arguing that no sign was posted at a yellow-curbed space; the paint substitutes for signage under the code. The rule sits among several related curb-marking and clearance provisions in Division 1 of Chapter 77, including § 77.36's requirement that vehicles park within ten inches of the curb and § 77.38's 16-foot fire hydrant clearance, all enforced through the same chapter-wide penalty structure at § 77.99.
