Muncie's snow-control rules sit in Division 2 of Chapter 77, Sections 77.40 through 77.48, which the code labels the "snow control route ordinance." Sec. 77.43 gives the mayor sole authority to commence a snow emergency by executive order, proclaimed to local radio, TV, and news services before, during, or after a snowfall, and the emergency stays in force until the mayor uses the same media to end it. Once declared, Sec. 77.44 ties the restricted side of the street to the calendar: on an even-numbered date, parking is barred on the even-numbered side; on an odd-numbered date, it is barred on the odd-numbered side.

Where mailboxes sit on only one side of a street, that mailbox side is the restricted side regardless of the date's parity.
