Muncie, IN Parking Rules: Preferential Parking Districts (2026)

Section 77.32, Residential neighborhood permit parking, was added to Chapter 77 by Ordinance No. 57-21 on June 6, 2022, and later amended by Ordinance No. 38-24 effective January 6, 2025. Subsection 77.32.020 currently designates two residential neighborhood permit parking zones: the Riverside Normal City Residential Neighborhood Permit Parking Zone and the Anthony Northside Residential Neighborhood Permit Parking Zone, each mapped to a specific street list in Chapter 80's traffic schedules. Under § 77.32.010, a zone functions as a list of streets exempted from the city's ordinary parking codes for permit holders.

Eligibility under § 77.32.030 is limited to one permit per household dwelling lot, issued to either a tenant or an owner, and proof of ownership or a lease must be submitted with the application. Permits expire annually on July 31 under § 77.32.040 and must be renewed. A permit does not guarantee or reserve an on-street space under § 77.32.060, and a permit holder who changes vehicles must update the plate on file with the city within seven days under § 77.32.075. Critically, § 77.32.090 makes clear that a residential permit zone never overrides a temporary or permanent no-parking zone posted by the street department, engineering department, or police department for tree removal, snow removal, street sweeping, or similar city work.
