Muncie, IN Parking Rules: Loading Zones (2026)

Sections 77.16 through 77.19 of Chapter 77, Parking Regulations, as rewritten by Ordinance No. 57-21 on June 6, 2022, and amended by Ordinance No. 38-24 effective January 6, 2025, together set up and police the City of Muncie's curb loading zones. Section 77.16 authorizes the city engineer to designate freight loading zones, passenger loading zones, and parcel pickup zones listed in Chapter 80's traffic schedules, and to post signs stating the hours each zone operates. Section 77.17 lets a property owner or lessee apply for a permit to have a new freight curb loading zone designated, requiring a service fee covering the cost of the zone's signs, with the city retaining authority to revoke the permit at any time.

Once signed, § 77.18 limits a passenger curb loading zone to expeditious loading or unloading of passengers only, for no more than three minutes, during the zone's posted hours. Section 77.19 gives a freight curb loading zone more time: expeditious loading, unloading, delivery, or pickup of materials only, capped at 30 minutes, during posted hours. Stopping for any other purpose, or beyond either time cap, is a violation of the respective section. Both §§ 77.18 and 77.19 carry the same $30.00 fine under § 77.99(A)(5) as other listed parking violations, with the same 30- and 60-day late-payment escalation to $60.00 and $120.00 under § 77.99(B).
