Chapter 77, Parking Regulations, was rewritten in full by Ordinance No. 57-21 on June 6, 2022, and further amended by Ordinance No. 38-24 effective January 6, 2025. Section 77.07, Parking not to obstruct traffic, prohibits parking any vehicle on a street or in an alley in a manner or under conditions that would leave available less than ten feet of the roadway's width for the free movement of traffic, a specific numeric clearance rather than a vague obstruction standard. Section 77.08, Blocking driveways, separately prohibits parking that blocks a private road, driveway, or any other way in private ownership used for vehicular travel, except by the property's own owner or someone with the owner's permission.

The two sections are enforced together under § 77.99, the chapter's consolidated penalty schedule: subsection (A)(5) lists violations of §§ 77.07 and 77.08, alongside §§ 77.11, 77.18, 77.19, and 77.25, as each carrying a flat $30.00 fine per offense. Under § 77.99(B), a $30.00 fine that goes unpaid for more than 30 days escalates to $60.00, and one unpaid past 60 days escalates to $120.00, with unpaid balances eventually referable to a collection agent along with collection costs and attorney fees. Payment is made at the office of the city clerk or another location the parking enforcement manager designates, per § 77.99(C).
