Muncie, IN Parking Rules: Commercial & Oversized Vehicles (2026)

Chapter 78 of the Muncie City Code, titled Commercial Vehicles, sets the rules for trucks operating inside city limits, and Sec. 78.10 is the truck-traffic section the city enforces to keep large trucks off residential streets. It defines a "truck" as any vehicle designed or operated to transport property whose body weight, or combined body weight, exceeds three tons, and a "truck route" as the streets the city designates for trucks entering and leaving Muncie. Subsection (B) confines all trucks in the city to those established truck routes and to any other streets the city has designated for truck travel; Sec.

78.10(C) establishes the truck routes as the right lane of every designated state and federal highway running through the city, which by definition excludes ordinary residential blocks. The section carves out limited exceptions: a truck may leave the route to reach a business destination point, provided it uses permitted streets until the intersection nearest that destination and returns to the route by the most direct path afterward; emergency vehicles, city and public-utility trucks doing street work, trucks making left turns, detoured trucks, and buses are also excused.

The traffic engineer must post signs at city entrances and along the routes, and the code bars a citation for using a prohibited street if the required signs were never posted. A police officer may direct any commercial vehicle not on a permitted route to a public or private scale to confirm compliance. Because Chapter 78 carries no fine of its own, violations fall to the general traffic penalty in Sec. 70.99: up to $100.00 for a first conviction, up to $200.00 for a second within a year, and up to $500.00 for a third or later conviction in that year.
