02. Subsection (A) bars kennels from locating within 200 feet of a residential use or residentially zoned district, and subsection (B) applies the identical 200-foot buffer to small-animal veterinary facilities. Because the standard is written as a district and use buffer rather than a use-permit process, it functions as a locational bar: a proposed veterinary clinic for small animals cannot be sited within 200 feet of residentially zoned land or an existing residential use regardless of the underlying commercial or mixed-use zoning district that would otherwise allow a veterinary use, and the use tables elsewhere in Title 16, Part III, Use Standards, that classify permitted, minor-permit, and major-permit uses by zoning district apply on top of this separate distance requirement. 02(C).
