Vallejo, CA Animal Ordinances: Wildlife Feeding (2026)

Section 2.68.385 of the Vallejo Municipal Code, adopted by Ordinance 1509 N.C.(2d) Section 6 in 2003, flatly prohibits feeding wildlife anywhere within the Vallejo Municipal Marina: "No person shall feed, or cause the feeding of, or leave food for any feral or undomesticated animal." The ban covers both halves of the marina defined in Section 2.68.180: the small-watercraft harbor north of the Vallejo Yacht Club and south of the Mare Island Causeway, and the boat-launching harbor southwest of Curtola Parkway along Mare Island Way, plus their parking lots. It reaches every feeding method: direct feeding, causing someone else to feed an animal, or simply leaving food out for geese, gulls, raccoons, or feral cats to find.

The harbormaster carries the enforcement authority. Section 2.68.210 vests the harbormaster with "all police power necessary to protect property and the public peace, health and safety" inside the marina and its parking lots, and Section 2.68.220(H) lets the harbormaster ask a court for a temporary restraining order or a preliminary or permanent injunction against anyone who keeps violating marina rules.

Because Chapter 2.68 sets no penalty of its own, violations default to the citywide general penalty in Section 1.12.010: a misdemeanor or an infraction, at the discretion of the code enforcement officer or city attorney. An infraction carries a fine of $100 to $500; a misdemeanor carries a fine of $500 to $1,000, up to six months in county jail, or both. Each day a violation continues counts as a separate offense. Section 1.12.020 additionally authorizes a civil penalty of $250 per day, plus recovery of the city's investigation and attorney's costs, for any property use that violates a city ordinance.
