West Hartford, CT Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 177-16.8, added May 22, 2007, recognizes that veterinary facilities range from a single-practitioner small-animal office to large multi-veterinarian hospitals, and that some board pets for several days for medical or customer-convenience reasons. Because locating them near the residential customers who own the pets serves convenience and the animals' well-being, the Town permits veterinary facilities in residential zones, but only through a special use permit under § 177-42A and subject to the section's own additional limits, which are described as a threshold set of requirements that do not otherwise cabin the Plan and Zoning Commission's discretion under § 177-42A.

A residential-zone veterinary facility must maintain the residential character of the building it occupies and keep signage limited in size and tone. Outdoor pens or other outdoor exercise facilities for animals are flatly not permitted at a veterinary facility in a residential zone, and neither are crematory facilities for disposing of deceased animals. Routine appointments are confined to the hours between 7:00 a.m. and 8:00 p.m., Monday through Saturday; emergency medical care and staff tending to animals outside those hours is allowed, but only if the applicant has provided a detailed operational statement on its emergency-care plans and established procedures to minimize impacts on surrounding properties. The section also encourages, without mandating, that residential-zone veterinary facilities locate along principal arterial streets identified in the Plan of Conservation and Development.
