Glendale, CA Animal Ordinances: Wildlife Feeding (2026)

Municipal Code § 6.04.140(A) makes it unlawful to feed or provide food in any manner for one or more nondomesticated mammalian predators, expressly naming coyotes, raccoons, foxes and opossums. Three narrow exceptions apply under subsection B: a person who lawfully owns such a predator under a valid California Department of Fish and Game permit; someone feeding a trapped, injured or unweaned predator between the time animal control is notified and pickup; and anyone feeding feral cats, which Chapter 6.03's T-N-R program treats separately. Subsection C layers a citywide curfew on top: regardless of the other exceptions, nobody may leave or permit food to be left outdoors for any animal between 10:00 p.m. and 6:00 a.m. the next day.

Section 6.04.150 targets pigeons specifically and citywide. Subsection A bars depositing any food or edible thing pigeons can eat on or in a public street, right-of-way, sidewalk, public building or public property. Subsection B separately bars directly feeding or causing pigeons to be fed while on that same public property. Unlike § 6.04.140, the pigeon-feeding ban isn't limited to nighttime hours or to predators; it applies to any deliberate or incidental feeding of pigeons on public property at any time of day. Together, the two sections cover Glendale's wildlife-feeding landscape: predator feeding is banned everywhere with narrow rescue and permit exceptions plus a universal nighttime food curfew, while pigeon feeding is banned specifically on public property regardless of time. Neither section restricts feeding backyard wildlife like squirrels or songbirds on private property outside the 10 p.m. to 6 a.m. curfew window.
