Section 11-42 lists eleven rules that apply 'at the Waukegan Municipal Beach,' the city-owned Lake Michigan shoreline reached through the controlled access gate on Seahorse Drive. Subsection (j) states flatly: no indirect or direct feeding of birds, gulls, or any other wild animals while at the beach. The rule is absolute on its face, with no carve-out for small amounts of food or for specific species, unlike the beach's pet rule (subsection (d)) or fire rule (subsection (h)), which allow limited activity in designated areas.

It sits alongside other beach-specific prohibitions: no alcohol outside a festival zone, no glass containers, no littering, no pets on the sand, no vehicles off the roads and lots, no loud music, and no motorized watercraft in the swimming area. Because the feeding ban is scoped to 'the beach' as defined in Section 11-40 (city property on the Lake Michigan shore accessed via the Seahorse Drive gate), it does not reach feeding of wildlife on other city property or private yards; it is a beach-specific rule, not a citywide wildlife-feeding ordinance.
