Under Code Section 8-481, Abilene enacted and adopted the 2021 International Building Code, published by the International Code Council, as "the building code for the City." That adopted code (IBC Section 105.1) requires any owner or authorized agent to apply to the Building Official and obtain a permit before constructing, enlarging, altering, repairing, or moving a building. Permits run through Planning and Development Services, and Ord. No. 03-2023 refreshed the adoption to the 2021 edition on Jan. 12, 2023. Contractors must also file a $75,000 surety bond with the Building Official under Section 8-16 before doing construction work in the City.
