Sec. ' Both the pamphlet and the NEC itself are kept on file with the Building Official and the City Secretary for public reference. Sec. 8-471 sets the penalty for violating this article, and any amendment to it, at whatever Sec. 1-9's general penalty allows: up to $500 per offense, with each day of a continuing violation counted separately. Disputes over how the electrical code is being interpreted or enforced don't go straight to court. Sec. 8-404 gives any aggrieved person, firm, or corporation the right to appeal a Building Official interpretation or ruling to the seven-member Mechanical, Plumbing, Electrical and Swimming Pool Board of Appeals, filed in writing at least ten days before the board's next regular meeting.

Sec. 8-405 requires the board to hear the appeal and any supporting evidence within thirty days and gives it power to interpret the code and judge whether an alternate material or installation method meets code, though it can't waive a requirement outright. If the board rules against the appellant, Sec. 8-406 allows a further appeal to the City Council within ten days, whose decision is final short of taking the matter to court. The Board itself includes a licensed master electrician among its seven voting members, alongside an architect, engineer, plumbing and mechanical contractors, and a bonded building contractor, with the Building Official sitting ex officio.
