Abilene, TX Building Safety: Plumbing Permits (2026)

The City adopted the International Plumbing Code, 2021 edition, by reference in Sec. 8-511, along with a local plumbing code pamphlet on file with the Building Official and City Secretary. Before a permit issues, Sec. 8-161 requires anyone submitting a permit application to be registered as a contractor with the City; electrical, irrigation, mechanical and plumbing contractors must show proof of their state license as part of that registration. Sec. 8-163 then bars the Building Official from issuing a permit for plumbing, electrical, mechanical or general work to anyone lacking the matching registration, though a homeowner doing work at the residence they own and occupy needs no registration to pull the permit themselves.

Registration is not permanent: Sec. 8-161(c) lets the City suspend or revoke it if a contractor fails to finalize permits with the required inspections, allows occupancy of a structure before final authorization, is found by the Board of Building Standards or the Mechanical, Plumbing, Electrical and Swimming Pool Board of Appeals to have violated Chapter 8, or lets a required license, bond or insurance lapse. Contractors must also carry a surety bond under Sec. 8-16, payable to the City and conditioned on faithfully following the plumbing code and the rest of Chapter 8.

Permit fees are set by City Council resolution under Sec. 8-164 rather than fixed in the ordinance text. Sec. 8-5 makes clear that a City inspection or certificate of approval does not shift liability away from the person who installed the plumbing, gas piping or fixtures if a defect later causes damage.
