Bessemer, AL Building Safety: Building Permits (2026)

Section 18-32 adopts the 2015 International Building Code by reference under Code of Ala. 2 of the 2015 International Building Code and any other sections dealing with work exempt from permits be deleted entirely. The IBC's stock language ordinarily exempts small or minor work from permitting, and Bessemer struck that language out, meaning the city does not recognize the standard exemptions and instead expects a permit for building work generally. 2 permit exemptions as well, while also dropping the automatic fire sprinkler mandate for single-family homes and adding a footing rebar spec.

Section 18-7(b) adds that no permit for any structure, single-family dwellings excepted, is issued until the fire chief or an agent has reviewed it. If work starts before a permit is obtained, Section 18-6 requires the applicant to pay a penalty under Section 18-9 plus a double permit fee, and Section 18-8 voids any issued permit if work isn't commenced within 90 days or is abandoned for 90 days, subject to written extensions. Permit and inspection fees themselves, covering building, plumbing, electrical, gas, house moving and demolition, are paid to the revenue department per Sections 18-3 and 18-10, with exact amounts set by the city council in a maintained fee schedule.
