Boone County, IN Building Safety: Building Permits (2026)

Under Boone County Code § 151.24, no one may begin constructing, altering or repairing a commercial, industrial, public-use, accessory-use or residential building or structure within the Boone County Area Plan Commission's jurisdiction without first obtaining a building permit. Section 151.25 requires the application to be filed at the Commission's office at 104 Court House Square in Lebanon on official forms, accompanied by a certified plot plan showing lot boundaries, building setbacks, lot size, the location of every building on the lot, and the exact location of the septic system or sewage disposal line, plus two copies of construction plans with cross sections, elevations and floor and foundation layouts; work regulated by the state's Administrative Building Council can't get a local permit until the state's Building Commissioner releases it.

Before any permit issues, § 151.26 requires Commission staff to review the application for compliance with the building subchapter, Chapter 155's housing standards, and, for new construction or substantial improvements, Chapter 152's flood-hazard standards. Once work is under way, § 151.27 authorizes the Building Inspector to make the necessary inspections, charging up to a $10 reinspection fee for work found incomplete or unready. No certificate of occupancy may issue under § 151.28 unless the completed structure was built, altered or repaired in compliance with the subchapter, and § 151.34 ties local permit fees to the schedule set in Chapter 155.
