Boone County, IN Building Safety: Plumbing Permits (2026)

Boone County Code § 151.23(A)(3) adopts the Indiana Plumbing Rules, 1981 Edition (660 I.A.C. 9), which identify, amend and incorporate the Uniform Plumbing Code, 1979 Edition, as the standard governing plumbing construction and alteration in the county, alongside the electrical, mechanical, building and energy rules adopted in the same section. The Boone County Area Plan Commission, managed by its Executive Director and Building Inspector, administers and enforces the adopted plumbing standard under § 151.21, and plumbing work that is part of constructing, altering or repairing a commercial, industrial, public-use, accessory or residential structure needs a building permit under § 151.24 before work begins.

Applicants file for that permit at the Area Plan Commission office at 104 Court House Square in Lebanon, and § 151.25 requires the application to be accompanied by a certified plot plan showing, among other things, the exact location of the septic system or sewage disposal line, tying the plumbing installation directly into the permit review. Under § 151.26, staff review every application for compliance with the building subchapter and, where the site sits in a flood hazard area, with Chapter 152's flood standards before the permit issues.
