Lynnwood, WA Building Safety: Building Permits (2026)

The City of Lynnwood, Snohomish County, Washington, does not write its own building-permit trigger; it adopts the International Building Code (IBC) by reference, together with the Washington State Building Code Council's amendments under Chapter 51-50 WAC, at LMC 16.04.010. The current adoption traces to Ordinance 3404 (2021), which also folded in the code's Appendices E, G, and J, so those appendix chapters apply here along with the base code. Older Lynnwood-specific amendments to the IBC's permit-application and permit-exemption sections (formerly LMC 16.04.060 and 16.04.070) have since been repealed, so the state-adopted IBC text controls when a permit is required and what work is exempt; the city no longer prints its own version of those sections.

Two pieces of local text still stand apart from the base code. First, LMC 16.04.100 replaces the IBC's standard fee section and instead points to a separate fee ordinance the city council adopts and amends on its own schedule, so permit costs are not fixed in the building code itself. Second, LMC 16.04.035 replaces the IBC's board-of-appeals section and routes every appeal of a building official's order, decision, or interpretation to the Lynnwood hearing examiner under the Process II procedure in Chapter 16.50 LMC, rather than to a citizen appeals board. An appellant must show the code's true intent was misread, that a provision does not fully apply, or that an equally good or better construction method is proposed; the hearing examiner cannot simply waive a code requirement.
