The Building Official, who is the Director of the Department of Building and Safety or a designee, determines the value of construction work used to compute permit and plan review fees, and that valuation covers all finished work including painting, roofing, electrical, plumbing, heating, air conditioning, elevators and fire extinguishing systems, whether the materials were donated, purchased or self-provided.

An investigation fee applies whenever work begins without a permit, whether or not a permit is later issued, and paying it does not excuse compliance with the code or exempt the violator from other penalties.
