Monroe County Code Section 6-100(a) states that a permit is required for all work shown in the section's table, except where the table specifically exempts it. The table covers site preparation, demolition, tie-downs, signs, fences, sheds, chickees, resource extraction, floodplain-regulated work, and any new construction and remodeling of principal and accessory structures. 00 are also carved out for residential work generally. The table's closing note overrides every listed exception for electrical, mechanical or plumbing work and for anything subject to floodplain regulation, and eliminates all exceptions for work below base flood elevation or within a Coastal Barrier Resource System or flood zones AE or VE.

Section 6-101 then governs the application itself: the owner or authorized agent submits a completed, signed application with the required fee and supporting drawings, and the Building Official issues the permit only after confirming it complies with the Florida Building Code, Chapter 6, and Part II of the county code as verified by the Planning Director. Section 6-104 lets the Building Official revoke a permit obtained through a false statement or issued in error.
