Summary
Palmdale requires a permit before almost any construction, alteration, demolition or grading, per PAP § 106.1 of the adopted Palmdale Building Code. A single permit can cover a house and one small accessory building, and the code lists specific exemptions for small sheds, low fences, retaining walls and other minor work.
106.1 Permits Required. No person, shall erect, construct, enlarge, alter, repair, move, improve, remove, connect, convert, demolish, or equip any building, structure, automatic fire-extinguishing system or portion thereof, perform any grading, or perform landscaping as regulated by City of Palmdale Landscape Ordinance, or cause the same to be done, without first obtaining a permit for each such building, structure, plumbing system or device, mechanical system or device, electrical system or device, automatic fire-extinguishing system, grading or landscaping from the Building Official or City Engineer. EXCEPTION: A single permit may be issued for a dwelling and one accessory building of one-story construction that are not over 600 square feet (55.74 m) in area and are on the same property.
Full Breakdown
200, bars any person from erecting, constructing, enlarging, altering, repairing, moving, improving, removing, connecting, converting, demolishing or equipping any building, structure or automatic fire-extinguishing system, or performing grading or code-regulated landscaping, without first getting a permit from the Building Official or City Engineer. One exception: a single permit may cover a dwelling and one one-story accessory building under 600 square feet on the same lot. 2 separately bars owning, using, occupying or maintaining any unpermitted structure, meaning work done at any point without the required permit, regardless of how long ago it was built.
3 exempts specific minor work from permitting, including detached accessory structures like tool sheds, playhouses and greenhouses under 120 square feet and no more than 14 feet tall; chain link, wood, vinyl or wrought iron fences up to 8 feet (block walls to 6 feet); prefabricated water tanks under 5,000 gallons; retaining walls under 4 feet measured from footing to top; radio and TV antennae under 30 feet; flagpoles under 20 feet on single-family lots; and prefabricated above-ground pools under 5,000 gallons meeting slope and depth limits.
2; certain utility-connected work, like solar and main panel upgrades, requires a licensed contractor regardless of who owns the home. 4 if the work has not passed a foundation or first-phase inspection within one year, or is abandoned for a year, though a lapsed permit can be revived for 25 percent of the original fee if code requirements have not changed.
Violations & Fines
Building without a required permit, or owning, using or occupying an unpermitted structure under § 106.2, is enforced through the Building Official and can trigger an investigation fee for work performed without a permit under § 107.13 in addition to the standard permit fee. The Building Official may also suspend or revoke a permit under § 106.5.5 when it was issued in error, on incorrect information, or in violation of any ordinance, and unpermitted work must still meet all Palmdale code requirements to be legalized.
