Palmdale, CA Building Safety: Electrical Permits (2026)

PMC Sec. 300 adopts the National Fire Protection Association's 2025 California Electrical Code, Articles 90 through 840 of Chapter 9, by reference as the Palmdale Electrical Code (PEC); a copy is kept on file with the City Clerk under Sec. 330. Permitting runs through the shared administrative provisions adopted at Sec. 200: Sec. 1 requires a permit before anyone may connect, convert, alter or equip any electrical system or device, obtained from the Building Official or City Engineer. Only a short list of minor items is exempt without a permit, such as replacing lamps, switches, receptacles or over-current devices of the same rating, wiring under 25 volts and 50 watts, and temporary holiday lighting; the code specifically states all electrical wiring and equipment must still comply with electrical code requirements regardless of the exemption.

Sec. 2 requires that a permit for any AC or DC power-generating equipment tied to the public utility, including photovoltaic solar systems, battery Energy Storage Systems, and backup generators, or for a main electrical service panel upgrade, cannot be issued to a homeowner without a licensed contractor attached to the permit and a signed State Contractor's Declaration Form. Electrical plan review is separately required under Sec. 3 for services rated 400 amperes or larger, installations above 600 volts, theaters, assembly rooms seating over 500, hospitals, hazardous locations, and fixtures over 300 pounds. Permit and plan-check fees are set by the current Palmdale fee resolution under Sec. 1.
