Plymouth, MN Building Safety: Building Permits (2026)

In the City of Plymouth, a permit application for any new building or addition must be accompanied by a certified survey under City Code § 400.13, prepared to City Engineer standards. The survey must show every existing and proposed building's dimensions and distance from lot lines and any wetlands or wetland buffers, plus elevations to sea-level datum for the foundation top, garage floor, lowest floor and lowest opening. The approved lowest floor must sit at least two feet above the established 100-year floodplain elevation, and the lowest opening must be at least one and one-half feet above the highest point of any adjacent emergency overflow, both subject to City Engineer approval.

Applicants must also certify that grading and erosion control conform to the citywide storm water drainage and grading plans, show permanent iron monuments at each lot corner, and, for single- and two-family lots subject to the City's tree preservation rules, mark the required two trees under § 21130.03. Lots within a shoreland management overlay district must calculate total impervious surface coverage. The Minnesota State Building Code, adopted by reference under § 400.01, governs the underlying construction standards and is administered by a Minnesota Certified Building Official designated by the City under Minnesota Statutes § 326B.133.

Permit fees are set in the fee schedule adopted in Chapter X of the City Code, plus a state surcharge under Minnesota Statutes § 326B.148. A violation of the Building Code is a misdemeanor under § 400.07.
