Section 21150 of the Plymouth City Code sets the City's minimum requirements for day care facilities that are not already permitted uses under state statute, layered on top of the conditional use permit process in Section 21015. 04's general provisions require every such facility to have access to municipal sewer and water, or adequate private sewer and water, to protect the health and safety of everyone on site, under Subd. 1. Subd. 4 requires off-street loading space consistent with Section 21135, and Subd. 5 requires all signage to comply with Section 21155. Finally, Subd. 6 requires the structure and its operation to comply with, and be licensed under, Minnesota Department of Human Services regulations, tying the City's building-safety review to the state's child care licensing framework.
