Plymouth, MN Building Safety: Plumbing Permits (2026)

The Plymouth Building Official administers plumbing permits under the Minnesota State Building Code, which § 400.01 adopts by reference from the Commissioner of Labor and Industry under Minnesota Statutes Chapter 326B, together with all amendments the Building Codes and Standards Unit publishes. Section 1015.01 makes it unlawful to conduct any permitted activity, including plumbing installation, without first obtaining the required permit from the City, and § 1015.05 conditions issuance on paying the fee and Building Official approval. Section 1015.13 sets the plumbing permit fee for installing or altering interior sanitary sewer systems, water systems, or any plumbing system at 2% of job cost with a $45 minimum, plus a flat $45 fee for a lawn sprinkling system.

Water meter installations carry their own schedule under the same section, ranging from $143 for a three-quarter-inch by seven-and-a-half-inch meter setter up to $3,605 for a four-inch ultrasonic meter and flanges package. Anyone who begins plumbing work before securing a permit must pay double the normal fee when the permit is finally obtained, under § 1015.07, Subd. 2, and remains subject to the Code's penalty provisions. Plan review fees, where required, are non-refundable, and the City will refund an unused plumbing permit fee only if no work or inspection has occurred, minus a 20% service charge capped at $100, per § 1015.07, Subds. 4-5. A violation of the adopted Building Code, which plumbing work falls under, is a misdemeanor under § 400.07.
